  3. In a bowl, whisk together flour, baking powder, and salt. Add milk, melted butter, and vanilla, mixing until smooth.
  4. Pour batter over the rhubarb mixture without stirring, spreading gently for even coverage.
  5. Combine brown sugar and cornstarch in a small bowl and sprinkle over the batter. Pour boiling water evenly on top.
  6. Bake for 40-45 minutes until golden brown and bubbly on top. A toothpick should come out clean or with crumbs.
