- Heat vegetable oil in a large pot over medium heat until it reaches 350°F.
- In a mixing bowl, combine softened cream cheese, scallions, and garlic powder. Mix until smooth and creamy.
- Place about 1 teaspoon of the cream cheese mixture in the center of a wonton wrapper. Moisten edges with water and fold to shape.
- Fry assembled rangoons in hot oil one or two at a time for about 3-5 minutes until golden brown.
- Remove fried rangoons with a slotted spoon and allow to drain on a paper towel-lined plate.
- Serve warm with sweet and sour sauce or soy sauce.
