- Preheat the oven to 350°F (175°C) and lightly spray an 8x9-inch baking dish with nonstick spray.
- Melt 2 tablespoons of unsalted butter over medium heat. Add minced onion, garlic, and mushrooms; sauté for 5-7 minutes until softened.
- Whisk in 2 tablespoons of flour and seasoning; cook for 30-60 seconds. Gradually add 1 cup of skim milk and ½ cup of chicken broth, stirring until thickened.
- In the baking dish, combine the creamy sauce with 4 cups of riced cauliflower, ¼ cup of chicken broth, and 1 pound of browned ground beef. Mix well.
- Bake uncovered for 45 minutes until the top bubbles and turns golden.
- Layer 1 cup of cheese over the casserole and return to the oven for another 10-15 minutes until the cheese is melted.
