  4. In another bowl, whisk together 1.5 cups all-purpose flour, 1 teaspoon baking soda, 0.25 teaspoon salt, and 1 teaspoon cinnamon.
  5. Gradually combine the wet and dry ingredients, stirring gently until just combined.
  6. Pour batter into the prepared pan, smooth the top, and sprinkle cinnamon-sugar mixture over it.
