- Pour the wet mix into the dry ingredients and fold gently until just combined.
- Fill each liner about two-thirds full and bake for 18 minutes, checking with a toothpick.
- Cool in the pan for 5 minutes before transferring to a wire rack to cool completely.
- To make frosting, beat butter and sugar until fluffy, then add sour cream, hot water, and dark chocolate until smooth.
- Frost completely cooled cupcakes using a piping bag to create swirls.
